HSE Policy Statement
SMOKING POLICY:
No smoking or use of Tobacco products including but not limited to the following;
Cigarettes, pipes, Cigars, snuff, chewing tobacco etc is permitted in any part of the building or vehicles owned, leased or rented by PROLOG ENERGY SERVICES LTD.
Employees who must smoke may smoke outside in designated areas (Buffer zones) during breaks.
DRUG AND ALCOHOL POLICY:
PROLOG ENERGY SERVICES LTD completely prohibits the use, possession, solicitation for, or sale of narcotics or other illegal drugs, alcohol, or prescription medication without a prescription on PROLOG ENERGY SERVICE LTD or customer premises or while performing an assignment.
Possession, use, solicitation for or sale of legal or illegal drugs or alcohol away from Prolog energy service ltd or customer premises, if such activity or involvement adversely affects the work performance of the employee, the safety of the employee or of others, or puts at risk PROLOG ENERGY SERVICES LTD reputation.
The presence of any delectable amount of prohibited substances in the system while at work, while on PROLOG ENERGY SERVICES LTD premises or that of her customers or while on PROLOG ENERGY SERVICES business.
Prohibited substances includes the following; illegal drugs, alcohol, or prescription not taken in accordance with a prescription given to the employee.
PROLOG ENERGY SERVICES LTD will conduct drug and alcohol testing under any of the following circumstances;
- Random testing: Employee may be selected at random for drug and/ or alcohol testing at any interval to be determined by PROLOG ENERGY SERVICES.
- FOR-CAUSE Testing: PROLOG ENERGY SERVICES LTD may ask an employee to submit to a drug and or alcohol test at any time it feels that employee may be under the influence of drugs or alcohol on or about the employee’s person or in the employee’s vicinity, unusual conduct on the employee’s part that suggests impairment or influence of drugs or alcohol, negative performance patterns, or excessive and unexplained absenteeism r tardiness.
- POST -ACCIDENT testing: Any employee involved in an on-the- job accident or injury under circumstances that suggests possible use or influence of drugs or alcohol in the accident or injury event may be asked to submit to drug and or alcohol test. Being involved does not only mean one who was or could have been injured, but also any employee who potentially contributed to the accident or injury in any way.
If the employee is tested for drugs or alcohol outside of the employment context and the results indicates a violation of this policy, or if an employee refuses a request to submit to testing under this policy, the employee may be subject to appropriate disciplinary action, up to and possibly including discharge from employment. In such a case, the employee will be given an opportunity to explain the circumstances prior to any final employment action becoming effective.
QUALITY ASSURANCE POLICY.
At Prolog Energy Service Ltd, the management and the employees are committed to providing high quality services to her Clients, customers, suppliers, sub-contractors. This is achieved through adoption of high level of quality management system and procedure that reflects the competence of the company and to all business relationships.
Inorder to ensure that Prolog Energy Services Ltd achieve excellence in all its activities. Prolog Energy services Ltd have implemented a formal quality management system which satisfies the requirement of BS EN ISO 9001:2008.
OBJECTIVE.
The objectives which underpins Prolog Energy Services Ltd Quality assurance management systems are;
- Working in partnership customers, technical partners, subcontractors, suppliers to ensure that their needs are understood and implemented so that the right quality services is provided within the specified time and in line with budget.
- To strive to achieve the principle of getting it right first time and every time.
- Provide a first rate after sales services that offers customers and clients support when required.
- Actively seeks clients/customers feedback for continuous assessment and improvement.
- Ensuring that employees are trained and developed to be able to undertake works to achieve the highest level of customer/clients satisfaction in accordance with company policy.
- Ensuring that appropriate and adequate resources are provided in terms of facilities and relevant skills to fulfill clients/customers needs.
- Making sure that progress towards quality objectives are monitored.
EMPLOYER/EMPLOYEE RESPONSIBILITIES.
The management has the responsibility to ensure that all quality policy and objectives adopted are made known to the employees and subcontractors. This is because, the success of the policy involves staff and sub-contractors being individually responsible for the quality of their work, resulting in a continually improving working environment for all.
It is the responsibility of the directors for the implementation of the management structure that is based on experience, quality and commitment of its management team and have specific responsibility to ensuring that the management structure reflects the quality standards, so that compliance with this quality policy is sustained and improved upon.
TRAINING.
Prolog ENERGY staff requires to be trained, managed and supported for them to be able to deliver on the expected quality of service to her clients and customers.
The management has the responsibility to making sure that the staff, sub-contractors are trained to meet specific needs and demands in her areas of operations such that standards are always met and surpassed.
Trainings will be offered to staff and subcontractors to meet regulatory institutional requirement so that services are rendered to best standards in all areas of our operations.
MONITORING.
It must be ensured that management monitors the quality management policy. This will help to making sure that changing standards and new clients requirements are met. Management follow-up is an important part of management process to ensuring that quality management policy are maintained, sustained and surpassed.
To achieve this, a time-table/schedule has to be in place so that progress and slacks would be monitored.
Meetings schedules for review are slated within the schedule and issues are discussed for review and improvement and it shows management commitment to quality standards.
Solutions/help are offered to challenges/problems to maintaining quality policy.
JOURNEY MANAGEMENT POLICY.
This journey management Procedure applies throughout PROLOG ENERGY, all its sites and all activities under PROLOG ENERGY control. It applies to all PROLOG ENERGY employees and contractors, including visitors to PROLOG ENERGYl workplaces.
This procedure applies at all times and is not restricted by work hours or other time or place considerations. The procedure applies to:
- light vehicle operations including mules;
- hired vehicles and drivers of hired vehicles.
The distracted driving section of this procedure applies to employees who are driving on behalf of the company regardless of whether they are driving ‘on site’ or not; and to contractors and visitors driving at any PROLOG ENERGY owned or operated site.
- The hazards and risks associated with motor vehicles and driving shall be identified and managed.
- The use of PROLOG ENERGY owned motor vehicles shall be restricted to workers directly authorised.
The driver of a PROLOG ENERGY owned vehicle or hired vehicle shall;
- Be licensed to drive that type of vehicle.
- Not be impaired by alcohol or other drugs according to journey management Procedure: Alcohol and Other Drugs.
- Not be fatigued according to Journey management Procedure: Fatigue Management and the guidelines outlined in Fatigue and Long Distance Travel of this procedure.
- Obey all local speed limits and road regulations.
- Report and record all motor vehicle related events.
- Ensure all occupants wear a seatbelt whenever the vehicle is in motion.
- Not smoke in a motor vehicle.
- Complete the required site pre-start check.
- Make sure that loads are adequately secured prior to departure.
The driver of the vehicle is responsible for any traffic offences or fines incurred.
All motor vehicles must be driven in accordance to the applicable road rules. This applies to vehicles being operated on PROLOG ENERGY sites.
Journey Management Planning
Where identified as a control measure via a risk assessment process, a journey management plan shall be developed (not mandatory for all journeys). The risk associated with and expected duration of a journey should be considerations when determining the need for a journey management plan. For journeys to / through remote and isolated locations, Business Procedure: Remote and Isolated Work Safety shall be complied with and the development of a journey management plan shall be considered.
Journey management plans shall consider as a minimum:
- Main route and alternate routes of travel.
- Types and coverage of communication devices.
- Communication methods and frequency of contact for updates and check-in calls.
- Travel time, breaks and higher risk periods (dusk, dawn, night).
- emergency notification and response plans;
- plans weather conditions including rain, fog, high winds;
- driver fitness such as previous work periods and fatigue; and
- the remoteness of the destination.
Motor vehicle travel shall be reviewed and planned to make sure that:
- the risks of the journey are adequately controlled and managed; and
- crisis and emergency management procedures can be implemented where required.

Fatigue and Long Distance Driving:
The following controls shall be implemented so far as is reasonably practicable;
- Journeys and long distance travel shall be planned for daylight hours. Driving at night should be kept to a minimum and should be done only when daylight travel is not possible. Consideration shall be given to the adjustment of emergency or crisis preparedness for night time driving through the risk assessment process.
- Personnel shall avoid driving more than 12 hours in a 24 hour day.
- Personnel have had adequate sleep the night before a long journey.
- Share driving where possible.
- Personnel take a rest break from driving of at least ten minutes every two hours or more frequently if deemed required.
Communications:
The level of detail required to be communicated prior to and during a journey will depend on a range of factors including; duration, location, and time of day or night of travel.
When determining an appropriate communication approach the following should be considered;
- A means of mobile communication is established usually via mobile phone devices. Ensure that the driver and passenger mobile phones are charged and phone numbers are exchanged with relevant personnel.
- A form of communication is agreed between the driver and a contact person. (e.g. supervisor, team member, family member). The agreed approach should include establishing contact at regular scheduled intervals.
- It is confirmed that communication devices, where fitted to the vehicle, are working and their use is understood by all occupants.
Where it has been determined via a risk assessment process that a formal Journey Management Plan is required a formal plan is to be developed using the Journey Management Plan Tool.
Distracted Driving:
This section relates specifically to the use of distracting devices while driving on business / operating vehicles for the company.
The following shall not be performed whilst operating a vehicle;
- Using, in any way (includes reading etc.), a mobile phone or other portable electronic device (it is also preferred that talking on a ‘hands free’ device is performed whilst safely pulled over / stationary).
- Programming or adjusting a navigation system
Inspection and Maintenance:
Motor vehicles shall be inspected and maintained in accordance with the relevant manufacturer’s recommendations. A visual inspection of general vehicle condition including tyres, wheel nuts, body damage and seat belts shall be undertaken at the start of a journey.
License and Competence Requirements:
Employees and contractors operating all vehicles shall hold a valid driver’s license for the class of vehicle they are required to drive.
Personnel shall immediately notify their relevant manager following any change to their license status.
